In total, 11 banks are registered in the country, the full list is available on the website of the Central Bank of Montenegro. Deposits and accounts are insured by the state Deposit Protection Fund up to 50,000 euros in each bank.

Account opening

An account can be opened for a foreigner only if he/she has residency — Permit and above.

USA citizens may have issues opening bank accounts due to the extensive extra paperwork their government requires from the banks, if they open an account for an US-citizen. It may help to try a different branch of the same bank. Trying different banks, may also help.

Addiko Bank
refused to open an account for a Russian citizen with a residence permit.[1]

Hipotekarna
opens an account in Budva even without a residence permit.[2] Although this seems to depend on the individual employee.
