Rights

Montenegro participates in the Vienna Convention on traffic, and recognizes the driver's licenses issued in the participating countries of this convention: Belarus, Russia, Ukraine and others.

Half a year after receiving the Permit you must exchange your driver's license issued in your country for a Montenegrin driver's license.

Vehicle Registration

As long as you are a tourist, you can drive a car with a foreign registration as much as you like. When you have a residence permit, you can drive either in a car with Montenegrin registration, or in an officially rented foreign car.

Alcohol

Permissible concentration of alcohol in the blood is not more than 0.3‰ .

Rules of the road

Penalties for traffic violations in Montenegro are much stricter than in the CIS.

Bicycle

The rules for cycling are similar to the European / Russian model of the 90s, in particular: you can ride a bicycle on all categories of public roads from the age of 16, using a meter-wide lane from the right edge of the road. No documentation is required for cycling. In conditions of poor visibility, a reflective vest, a white light in front and a red one in the back are required. It is forbidden to move on the bike path faster than 35km/h; Bicycles are equated to electric bicycles with a power of no more than 250W with automatic shutdown of the motor at speeds above 25km/h. By the letter of the law, a cyclist must wear a helmet when traveling on the highway, but in practice this rule is not respected, and its enforcement is not monitored.
